The Arizona Department of Environmental Quality’s Air Quality Department welcomed Deputy Director Len Drago in late July; and now that he has had some time to settle into his new job, we will be welcoming him at the December Environmental Issues Breakfast. In addition to receiving a formal introduction of ADEQ’s Air Quality Deputy Director, he and the Air Quality Director Tim Franquist will be providing us the latest developments in regard to the:

* 2015 ozone standard

* Arizona’s Emissions Offset Bank

* Burn Cleaner, Burn Better (i.e. No Burn Day) Outreach Campaign

* Predictions and/or hopes for air regulations under the incoming Administration and Congress

Len Drago, ADEQ, Air Quality Division Deputy Director

With more than 32 years working in environmental, health and safety programs, Len Drago joined ADEQ in July as the new Air Quality Division Deputy Director. Having most recently spent nearly 20 years at Intel, Len brings with him extensive leadership experience and knowledge of environmental technology.

Len started as Intel’s Sr. Environmental Engineer in 1997 at the Ocotillo site, where he led their nationally recognized environmental program (Project XL eXcellence & Leadership) under the EPA’s Office of Reinvention/Innovation. During his 15 years in this position, Len worked in a variety of EHS programs, served as chairperson for Intel’s Technology Manufacturing Group’s team and represented Intel on external stakeholder/community committees and non-profit organizations.

In 2012, he moved to the Intel Chandler site, joining the Substrate Packaging and Technology Development (SPTD) organization for four years as the Environmental Program manager and chairperson for a team that enabled new technology ramps at Intel’s Asia Pacific, Israel and Costa Rica sites. Before joining Intel, Len also worked 24 years for top-ranked environmental and engineering consulting firms, engaging in countless EHS projects in a variety of industrial sectors as well as in local and federal government projects/programs.

Timothy Franquist, ADEQ, Air Quality Director

Timothy Franquist was appointed to ADEQ’s Air Quality Division director May 2016 after serving as the program's deputy director since November 2014. His role as director involves the protection of public health and the environment by helping control present and future air pollution sources. In

this position, he oversees the following Arizona air quality programs: the ambient monitoring network, pollution forecasting, compliance and enforcement, permitting, vehicle emissions inspections, and the development of state implementation plans and rules. Franquist has been with ADEQ for more than 12 years, 10 of which he served in air quality. He started in the Waste Program Division in January 2004, working as an environmental health specialist for almost two years. Then, he became an environmental program specialist in the Water Quality Division and again in the Air Quality Enforcement Unit. Franquist took on the role of supervisor in April 2007 for the Air Quality Technical Services & Enforcement Unit before becoming Environmental Program Manager of the Air Quality Compliance Section. He served in this position for four years until acquiring the position of deputy director for the Air Quality Division, where he managed strategic program and budget planning, legislative and media relations, leadership development, and personnel actions. Franquist received his bachelor’s degree in environmental science and policy from The University of Maryland and his master’s in environmental management from Arizona State University in 2011.
